Chapter 10 - The Sovereign Claim

Dawn broke over Philadelphia in streaks of pale gold and slate gray.

The rain had finally ceased, leaving the city streets wet and shining beneath the rising sun. High above the skyline, on the top floor of the Vale Tower, the central conference room had been converted into an international command terminal.

Federal marshals, working in coordination with Dominic’s private legal counsel, had spent the last three hours uploading the decrypted contents of the micro-transponder into the Southern District of New York’s commercial registry.

The results were catastrophic for the syndicate.

By six o’clock in the morning, federal judges had frozen ninety-four bank accounts tied to Salvatore Castiglione. Warrants had been issued for his arrest on charges of racketeering, conspiracy to commit murder, and interstate money laundering. Every vessel bearing the Castiglione seal had been impounded at the ports of Newark and Philadelphia under the direct legal authority of Harper Bennett—the sole living trustee of the Enzo Castiglione Estate.

Harper stood by the floor-to-ceiling windows of Dominic’s private office, holding a mug of black coffee. She had washed the smoke and grime from her skin, dressed in tailored gray trousers and an ivory silk blouse that Dominic’s staff had prepared for her. Around her neck, resting against her collarbone, hung the silver anchor pendant.

She wasn't hiding anymore.

The heavy mahogany doors opened softly. Dominic walked in, holding a leather-bound legal dossier. He had discarded his tactical gear, dressed once again in an immaculate charcoal three-piece suit, though the faint shadow of stubble along his jaw gave him a rugged, untamed edge.

“It’s done,” Dominic said, stopping beside her, his shoulder lightly brushing hers as they looked out over the sprawling city. “Salvatore was arrested forty minutes ago at his estate in Long Island. He tried to board a private helicopter bound for the Bahamas, but federal agents intercepted him on the tarmac. He will spend the rest of his life inside a supermax facility.”

Harper let out a long, ragged exhale that felt like the shedding of a decade’s worth of chains. “And Richard?”

“Richard Hall’s bail was denied,” Dominic replied, his voice hardening at the name. “The state attorney in Baltimore filed sixteen felony counts against him this morning, corroborated by the medical files you provided and Walter Pierce’s digital backups. He is finished, Harper. He will never touch you, speak to you, or walk the same streets as you ever again.”

Harper turned her head to look at Dominic. The morning sunlight illuminated the sharp, aristocratic contours of his face, softening the harshness in his gray eyes.

“You gave me my life back,” she whispered.

“No,” Dominic said immediately, turning to face her fully, his expression intensely earnest. “You took your life back. You fought every step of the way. I only cleared the road.”

He set the leather dossier on the low table beside them. “These are the legal execution documents for the Enzo Castiglione Trust. You are now the majority stakeholder in the Mid-Atlantic Maritime Consortium. You have independent wealth, private security, and complete legal immunity. You never have to clean another floor. You never have to answer to anyone. You are free, Harper.”

Harper looked down at the documents, then back up at Dominic.

For the first time since she had walked into Blackwood seven weeks ago, she saw a flicker of vulnerability in his posture. He had given her everything—wealth, justice, sovereignty—knowing that with all of it in her hands, she had no reason to stay. He was stepping back, giving her the space to leave.

A slow, deliberate smile touched Harper’s lips.

She stepped forward, closing the space Dominic had so carefully preserved. Her hand came up, resting flat against the broad expanse of his chest, feeling the heavy, steady thud of his heart beneath the fine wool of his vest.

Dominic’s breath hitched. His eyes locked onto hers with a hunger that made her pulse race.

“What if I don't want to leave?” Harper asked softly.

Dominic’s hands rose, hovering for a fraction of a second before his fingers settled against the curve of her waist, drawing her an inch closer—slow, respectful, yet burning with restrained desire. “Harper… you don't owe me a damn thing.”

“I’m not talking about debts, Dominic,” she said, her voice steady, her hazel eyes bright with an emotion she no longer cared to hide. “For two years, people have tried to tell me who I am. Richard wanted a punching bag. Salvatore wanted a ghost. You’re the only person who ever looked at me and saw someone worth standing beside.”

Dominic leaned down, his forehead resting gently against hers, his breath warm against her lips. “I saw a queen who hadn’t claimed her crown yet.”

“Then stand with me,” Harper whispered, her fingers curling into his lapels, pulling him down until their lips were millimeters apart. “Because the Castiglione syndicate isn't going to dismantle itself. And I’m going to need a partner who knows how to run an empire.”

Dominic smiled—a rare, devastatingly handsome smile that transformed his severe face into something radiant with quiet fire.

“Whatever you command, Miss Bennett,” he murmured.

And when his lips finally met hers, it was not an order, and it was not a conquest. It was a promise forged in fire and steel, sealing a bond that would shake the foundations of two cities—and this was only the beginning.
